Vehicle Towed

"My vehicle was towed from the street of my residence. The street was being repaved and the city had the police call a tow company to tow it. There where no notices either on the vehicle or on the street to inform me to move my vehicle. Who do I sue for the charges in small claims court? the police officer who called the tow company or the city?"

You're not going to have an easy time suing the city, or the police officer/department. You should review the regulations applicable to parking violations to see if there is any basis for a claim.
